Cannot empty water bucket

When trying to empty a water bucket in a water source it won't work, I can only place water on a dry spot. For example, I was trying to put some fish I had inside buckets in a pool and it didn't work, I had to remove the water sources with blocks, release the fish and then break the blocks again.
