Villager breeding bug

Problem:

Villagers don't breed. Beds exceed villager amounts, there are 3 farmers. If I give food manually, red hearts appear, but several seconds later they are replaced with angry clouds.

What I have done so far:

I've built a house with 8 beds, without a roof, surrounded by 4 walls with a door. The floor is solid blocks and the beds are 20-30 blocks away from city center, ~10 blocks away from the nearby valid house. All villagers have professions, iron golems are present. Village is surrounded by a wall, no zombies are around to prevent breeding or something. Angry clouds still appear.

What should happen:

Villagers should breed and make kids.
