Illagers and piglins doesn't spawn reinforcements

Unlike zombies, illagers and piglins doesn't spawn reinforcements, despite they are attacking in a group.

How to Reproduce

1. spawn a group of illagers/piglins.
2. Go to survival
3. Set difficulty to hard
4. thrown them splash potion of harming
   →  No reinforcements spawning.
