Can't place water in the same place.

I have multiple buckets of water, I used to be able to right click in the water and the bucket empties, now I can't, this is extremely inconvenient because I have to place fish next to my pond so that it flows out, also, I have to find a new block to place the water in every single time unless I want to take up all of my chest space with water buckets. Please fix, 

If you want to recreate this, open a world, get a water bucket, right click already existing water source blocks, it will play the sound, but nothing will happen.
