Can't empty bucket into water source.

I can no longer point to the side of a block that has water as a source and empty a water bucket. I can empty the bucket onto a block that doesn't have a water source. As indicated with my mouse pointer, I am attempting to right click where the pointer is located and it won't empty my bucket as it has in previous versions.
