Fishing Rod 20w18a

Whenever I cast my fishing rod into the water, I can not pull it up when a fish grabs the hook, so then I can not catch anything. I have tried it in many different places, small lakes, big lakes, shallow lakes/rivers, deep lakes/rivers, and it does not work. This seemed to work fine in 20w17a, but now I can not fish.
