Water Bucket/Bucket of Fish Issue

When you attempt to place a bucket of water or bucket of fish inside a source block of water, it doesn't work. It makes the bucket emptying sound, but nothing happens. To recreate this, grab a water bucket and use it on a block with a water source block next to it. You will see that nothing happens.
