can't reel in with fishing rod

When I use the fishing rod I can cast and reel in fine, but when I get a bite from a fish the bobber sinks down and I can't reel in until the fish goes away. this happens to all of my fishing rods regardless of enchantments. Fishing worked for me up until this snapshot.
