Redstone signals cannot be sent to full blocks that are 1 block lower and infront of a transparent block when the power source is at the same Y level or higher

This is very hard to explain with words but it seems that redstone signals cannot be sent to full blocks that are 1 block lower and in front of a transparent block when the power source is at the same Y level or higher. See attachments below for more detail
