Rain goes through ceiling, no matter how many layers (more than usual, not dripping)

When I'm in my house, or even in my strip mine, if it rains, it rains through every block. Well, down in the mine it only rains in certain blocks, but its at floor 11, and shouldn't be able to make it down there. This is not the dripping that usually happens when It rains, this is full rain.
