Cannot empty water bucket into a water block,

Cannot empty water bucket into a water block, The bucket remains filled after trying to empty it into a body for water. Makes the sound of filling the bucket even though the bucket is already filled. The only way I have been able to empty the bucket is by using it on a non water block.
