Vindicators stop attacking you when they are standing really close to you

A vindicator after attacking me once just stands next to me and constantly flicks his axe up and down, but doesn't attack me for another 10 or so seconds. it seems like he wants to attack, but he doesn't. Does he go on cooldown after attacking or is this not intentional?
