Piglins and Hoglins spawn and despawn in a non logic behaviour in relations to difficulty

I noticed that Piglins and Hoglins do not spawn anymore in peaceful mode, but, if you change to easy mode or above they spawn normally but do not despawn anymore if you return to peaceful mode.
