Flint and steel, lily pad and fire charge act successful while facing block at build limit

The bug

When using certain items while looking at the top side of a block at the maximum build height of the world, no red warning text is shown and the arm of the player swings, despite the item not being used.

Affected items

• flint and steel
• lily pad (requires water at build limit)
• fire charge

Reproduction steps

1. Place a block at build limit

   /setblock ~ 319 (or build limit) ~ stone
   

2. Right click on the top of it while holding one of the affected items
   No warning text is shown and the player arm swings
