Ctrl + Pick Block no longer copies skull / head NBT data properly

The bug

I have some player skulls placed on my test area, and before i could Ctrl+"middle button" to get it to my inventory, but now i just get the head from Steve, as if the NBT wasn't being transmitted.

To reproduce

1. /give @s player_head{SkullOwner:"MHF_Cow"}

2. Place the head
3. Ctrl + Pick Block
   → You get a steve head
