Ore generation is rare or nonexistent in the basalt delta biome

Ancient debris, nether quartz, gold, and even single lava pockets all are incredibly rare in the basalt delta biome, and are much rarer than in the surrounding biomes. Sometimes these ores may be entirely nonexistent within this biome.
