mining fatigue does not effect carpets

What I expected to happen was the "damage" taken by the carpet to slow down

What actually happened was the carpet broke instantly
Describe what happened here

Steps to Reproduce:
1. Go into creative with cheats
2. place down carpet
3. /effect ..... 4
4. change game mode to survival
5. left click carpet
