In hardcore mode, when you quit a game in the end or in the nether, the game converts to survival

When I save and quit my hardcore world in the nether or in the end, the world converts to survival the next time I load it; being able to even change the game difficulty. The world converts back to hardcore once I save and quit in the overworld and load it back.
