Unable to breed hoglins

When attempting to breed hoglins in a fenced off area with crimson fungus, particles will appear they, will walk into each other and get stuck for a second then will separate without producing a baby. 

I have attempted this with spawned in hoglins as well as randomly generated hoglins and am having the same issue every time.
