You can put power on a crossbow with a book and an anvil.

You shouldn't be able to put power on a crossbow. If you try enchanting a crossbow with power using the /enchant command, it says that power isn't supported. But using an enchanted book and applying it to the crossbow with an anvil works even though it doesn't deal more damage.
