Mob AI when near natural world border breaks, causing mobs to spin and behave erratically

Decided to travel to the world border on my vanilla survival server, got there and found a small desert island covered in monsters. All of them were spinning. It also seemed like their sounds were hyper-sensitive to direction or being rapidly projected from differing locations, but that could just be a side effect of my new headset.
