Unable to break blocks while walking

I can't seem to break blocks or attack mobs while walking. I can break/attack them only whilst sprinting. This issue has been part of my game ever since I downloaded Minecraft on my new PC, through which I am playing now. All versions are having the same bug. 

Edit: Have tried with different mouses. Still not working.
