Unable to break blocks without tool

I seem to be unable to break blocks. After the first hit, the character stops hitting any block if he isn't holding the correct tool.
This makes you unable to get your first wood together when starting a new survival world – you need an axe to break tree trunks. Also, you can't break break with any tool.
