Some Tools Can't be Obtained in Bastion Chests [Java Only]

In Java Edition, some tools can not be obtained in the nether when you're living in it (like diamond pickaxes). This is supposed to be a parity update so many things are similar to bedrock edition. Bedrock edition always has better loot and it makes me think I might have to switch to bedrock from java if that's the case.
