attribute base set doesnt work for movement speed

/attribute @s minecraft:generic.movement_speed base set 10 

 

this command should set the base movement speed to 10 but either it does nothing or it gives the speed effect for a split second which causes the screen to zoom out and back in like the speed effect normally does.
