Loot tables with attributes don't work in 1.16

What I expected to happen was...:
get a carrot on a stick with randomized attack damage

What actually happened was...:
the loot table didn't give me anything

Steps to Reproduce:
1. make a loot table that works in 1.15
2. log in in 1.16
3. the loot table won't be able to be selected in /loot

 

also when I logged onto a world already with an item with randomized attributes from a 1.15 loot table the attributes still worked
