no block particles in water in 1.16 snapshot 20w16a

What I expected to happen was...:
particle by destroying a "gilded Blackstone" if I place it underwater

What actually happened was...:
there was no particle if I destroyed the gilded Blackstone underwater

Steps to Reproduce:
1. place a "gilded Blackstone underwater"
2. Destroy it
3. See that there is no particle
