Ruined portals sometimes generate under lava in the Nether

The bug

Ruined portals can generate under lava in the Nether, causing chests to be hidden under the lava. This is the first instance of chests generating in lava, and doesn't make sense realistically nor logically.

How to reproduce

Use the seed -8821305161132962898 and run the following command:

/execute in minecraft:the_nether run tp @p 4513 31 4402 0 90
