Some animated textures only show the placeholder texture

Sometimes (not always) an animation will not work, instead it shows the placeholder texture. I couldn't figure out the circumstances of when this happens and when it doesn't, but I will attach 2 resource packs. One that works and one that doesn't.

What I expected to happen:
The animation would work.

What actually happened:
The block only showed the placeholder texture

Steps to recreate:
1. Download and install attached resource pack.
2. Place dirt block
