Custom Heads are not working

I cannot use custom heads from a command block

What was expected:

You would put in a certain command and activate the command block and it would give you the head depending on what command ID you put in.

What happened:

When I activated the command block it gave me Acacia Planks instead of the head I wanted. This happened when I put the command in chat.

Steps to Reproduce:
1. Get yourself a command block
2. Go to https://www.freshcoal.com
3. Select a head of choice

4. Put command into the command block and replace some of it with a custom command.

An example: (White Block Custom Head)

/give @p skull 1 3 {display:{Name:"White Block"},SkullOwner:{Id:"47160e62-9eef-4c69-ab91-1ba1fa5dc883",Properties:{textures:[{Value:"eyJ0ZXh0dXJlcyI6eyJTS0lOIjp7InVybCI6Imh0dHA6Ly90ZXh0dXJlcy5taW5lY3JhZnQubmV0L3RleHR1cmUvZTVhNzcwZTdlNDRiM2ExZTZjM2I4M2E5N2ZmNjk5N2IxZjViMjY1NTBlOWQ3YWE1ZDUwMjFhMGMyYjZlZSJ9fX0="}]}}}

You then turn the command into this

/give @p minecraft:player_head{SkullOwner:{Id:"47160e62-9eef-4c69-ab91-1ba1fa5dc883",Properties:{textures:[{Value:"eyJ0ZXh0dXJlcyI6eyJTS0lOIjp7InVybCI6Imh0dHA6Ly90ZXh0dXJlcy5taW5lY3JhZnQubmV0L3RleHR1cmUvZTVhNzcwZTdlNDRiM2ExZTZjM2I4M2E5N2ZmNjk5N2IxZjViMjY1NTBlOWQ3YWE1ZDUwMjFhMGMyYjZlZSJ9fX0="}]}}}

5. Then activate the command block
