Mining Quartz doesn't give XP!

In snapshots 20w16a and 20w15a mining quartz doesn't give any XP for some reason. I've tried mining with no XP levels and with XP levels and it doesn't change whenever I mine quartz. The XP comes out of the ore but isn't added to my XP bar. Everything else seems to be working fine with XP but that is the only issue I have found so far. I've been doing a no cheats survival world and it's very inconvenient whenever I mine Quartz and I don't get the XP levels I need.
