Sitting on a pig with a saddle without a carrot on a stick makes the pig stand still

The Bug

I know this is just a small bug, but I was riding a pig in the newest snapshot but I didn't have a carrot on a stick, and without it it should move on its own. But when I was on the snapshot it didn't move at all until I got off.

Steps to Reproduce

• Summon a pig with a saddle on it.

  /summon minecraft:pig ~ ~ ~ {Saddle:1b}
  

• Begin riding the pig and make sure that you're not holding a carrot on a stick in your hand.
• Wait around one minute and observe the behavior of the pig.
• Take note as to whether or not pigs will stand still and never move when riding them without holding a carrot on a stick.

Observed Behavior

Pigs will stand still and never move when riding them without holding a carrot on a stick.

Expected Behavior

Pigs would not stand still and would eventually move when riding them without holding a carrot on a stick.
