netherite tools won't craft

when I try to craft netherite tools by putting an ingot next to my diamond tools it doesn't allow me to craft. I also do not see any netherite tools in my recipe book after obtaining the ingots in survival mode. if this is intended and the recipe was changed it isn't showing up in the patchnotes.
