/spawnpoint command not working properly

When using the /spawnpoint command with coordinates and respawning it sends you to default overworld spawn eg.: /spawnpoint @s 20 64 -93 it says spawn set but when respawning chat says you don't have a bed or respawn anchor and sends you to default. In other words, it's only working when you type /spawnpoint @s ~ ~ ~
