Villagers contain no hoe to plow the land

Since version 1.14 villager and pillager, villagers do not contain hoes to plow the land they step on.

I think it would be a good idea to add this hoe mechanic.

In the 20w13A / B snapchot, new mechanics were added to use the composter.
