Villager's head is down when looking directly at something

I joined a new world, when the villagers look each other, or the player itself, their head is looking down.
I know when they are looking directly at me because when i move, they rotate to look me.

Also they will not naturally look down unless the entity has a small hitbox, i checked my hitbox and it was fine (i wasn't crouching).
