Zoglins uselessly attack the wither

The Bug

Zoglins try to attack the wither, but deal no damage. The wither will also not retaliate.

Steps to Reproduce

• Summon a wither along with a zoglin.

  /summon minecraft:wither ~ ~ ~ {NoAI:1b}
  /summon minecraft:zoglin ~ ~ ~
  

• Wait for the zoglin to notice and begin attacking the wither.
• Take note as to whether or not zoglins attempt to attack withers even though they deal no damage to them.

Observed Behavior

Zoglins attempt to attack withers even though they deal no damage to them.

Expected Behavior

Instead, zoglins would not attempt to attack withers since they deal no damage to them, or the withers themselves would receive damage dealt from zoglins.
