Overworld music can start playing in the Nether in survival

The bug

Regular overworld music can play in the nether. This includes both creative and survival music. Using the /stopsound command will actually stop the music.

Since 20w18a (probably), this can no longer happen in survival. It happens only in creative mode.

Since 20w21a, it can also randomly start playing in the nether
