Fire Can't Be Lit On Hoppers

Fire cannot be lit on hoppers like they used to. Maybe it's intentional, or maybe it's a bug. I'm not too sure yet.

Steps to Reproduce: (1) Grab a flint and steel.

(2) Try and light fire on a hopper.
