Doesn't let me craft netherite armor and tools.

In my hardcore world, I got the opportunity to craft a netherite ingot. But, when I went back home to craft a netherite chestplate, it didn't let me. I had to search for the crafting recipe and I was doing it right but it didn't appear to me.
