cannot place fences!

you can't place fences
i tried to put my horse on a fence, and i was in creative. i got the fence from the creative inventory, placed it, and it appeared then disappeared.
Steps to Reproduce:
1. (not sure) peaceful
2. creative
3. get fence
4. place fence
