Cant use my off hand

I was just playing the 20w14a snapshot and every time I try to use my axe when its in my off hand, it doesn't work. I thought if I changed my off hand it might be fixed, but it didn't, I then tried having my main hand empty. That still didn't work. I'm assuming this is the case for anything in my off hand, but I didn't check so I might be wrong. If i'm holding an axe in my off hand, and a shovel in my main while at the same time looking at wood, please make it be able to recognize that if i punch it ill want to use the axe.
