Walls stopped connecting to fences vertically

Back in 15.2 I could erect a fence on top of a cobblestone wall and the vertical ends of the fence would force the wall to meet them (connected.png). At some point this behaviour changed to what is shown in flat.png.

Is this intentional or a real bug? FWIW I prefer the old behaviour.
