Unable to make netherite armor when on 20w13b

Cant make netherite armor

What I expected to happen was...:
Make a netherite piece of armor

What actually happened was...

It didnt work

Steps to Reproduce:
1. Switch to 20w13b from 1.15.2 
2. Go to a world that was on 1.15.2 and dont make backup
3. Make netherite armor
