Wither boss can barely be hit with bows in survival

I was fighting a wither on an SMP server, and have not had any issues in the past. Today, with the newest (non April fools) snapshot, 20w13b, I could not hit it with a bow. I had another player come try to kill it and he had a similar issue. I went into creative and could not replicate the issue, and also noted that the hitbox had not changed by switching to 1.15.2. I switched to survival and the issue presented itself once again. I believe for some reason the wither can only be hit with a bow directly in its main head despite the hitbox not having been changed. I am not sure if this is an issue with bows or withers.
