cant tame horses in hardcore

what i thought would happen is i would tame a horse:
i should've tamed it

i sat on the horse
i sat on the horse for like 2 minutes and did nothing

Steps to Reproduce:
1. create a hardcore world on snaopshot 13w23b
2. try to tame a horse
3. nothing happens
