horses drop one block and stop moving

the horse stops moving and stutters when going down one block then back up one block. it stops when it tries to go up then stutters and I am unable to move forward. a way to get around It is just by moving backwards then approaching the block again. sometimes that works and sometimes I just have to jump up to get passed it. thank you!
