Endermen don't get hurt by splash potions of water

The bug

Endermen just teleport away when they are splashed with a splash/lingering water bottle. They should, aside from being teleported, also get damage.

To reproduce

1. Place an enderman either using egg or summon command
2. Take a splash or lingering water bottle
3. Throw the bottle at the enderman
    Enderman teleports but doesn't get water damage
