Hoes don't mine overworld mushroom blocks any faster, despite being advertised as the fungus tool

I'm not sure if it was intentional that hoes can only mine nether mushroom blocks faster (that is, the crimson and warped mushroom blocks), but if it was meant to be for overworld mushroom blocks (red/white spots, brown), then it might be nice to fix this oversight. Assuming it was one.
