Enchantments Not as Effective

In snapshots 20w12 and 20w13, enchantments seem to be nerfed significantly. Rarely do enchantments actually give more than what they show on the preview just before enchantment, making it require many more levels and resources to get even one item with a decent amount of enchantments on it. For example, if I go to enchant a sword that is showing Fire Aspect II as one of its enchantments, it seems almost guaranteed now that Fire Aspect II will be the only enchantment that sword gets. I have two datapacks, but removing them and testing without them shows they have no effect.
